I think it is both line and pattern because there is lines that create movement and the carts create a pattern. My eye follows the main beam from the bottom of the photo up to the top of the photo.
The path my eye follows is first up and then around the Ferris Wheel. I think the composition element is line because there are so many lines going around the picture. Chayse Miller

First I looked at the big support pole in the center, then to the left side of the photo, then to the right. The most noticeable composition element is the use of line in the photo. All of the lines give it depth and make it interesting. There is also some pattern in the photograph because of the Ferris wheel's boxes. - Sarah DeVine
